Background check and transfer to local office

It has been 3 weeks, since I have done finger prints.

How do one know back ground check is complete?
How long does it take from finger prints till transfer to local office?

Is there any phone number or particular USCIS office I need to contact to find out status of application and back ground check or is it too soon any way?

3 weeks? You need to be patient. It can take up to 3 months for an interview to be scheduled after FP. After 45 days from FP, contact USCIS via phone or Infopass for an update on your case.
 
Thanks for information. Is there any particular USCIS phone number to call or just call main number?

Info pass is for district office appointment only? My district office is quite far and not sure I want to do that just to find out my status.

Thanks. I got notification today and case is transferred in 27 days after FP so not bad at all.
