B2 Visa Holder and DV Lottery

Can a B2 visa holder apply for DV Lottery? Say, he has a five-year B2 visa. If he applied for the DV lottery, how will that affect his arrival at any US Immigration port offices in the future?
 
I think it doesn't matter..wot matters is the country where you come from..coz some countries cnt participate in the US greencard lottery(Brazil,China,Russia,UK,Vietnam,Jamaica..e.t.c..
Lastly US CITIZENS/LPRs(legal permanent residents) can't participate
