B2 to F1

I have heard conflicting things. Can you or can you not COS from B2 to F1?

I read Murthy FAQ and they said you can. But some poeple say that you have declare your intent at POE? Is that true and if so is that rule listed on USCIS website.

You can get your status changed from B2 to F1 after you get approval and I-20 from an recognized university or institution.

One also needs to state their intentions at the POE with regards to possible COS to F-1 when entering on B-2.

Is that a law/rule you can point me to that says that? Plus what if the person has no intention of studying at POE but changed his/her mind a couple of months after entering.
