Is it harder taking b2 prospective student visa than normal b2 visa.
i took 4 f1 visa before that.now i am applying for b2 visa
 
If your F1 visa has been denied, your B2 is also likely to be denied because they have the same requirements for demonstrating ties to home country.
If you have had an F1 visa and if the circumstances are the same, you are likely to get a B2 visa.

There is no such thing as a prospective student B2 visa; what you are likely referring to is the requirement that a B2 visitor must identify himself as a prospective student in order to do a COS to F1 without leaving the US for F1 stamping.
 
Most of the time yes, but it is not always a show stopper. I got my first B-2 visa at the age of 21, when I was just a university student in England with no source of individual income. Every applicant is unique and thus everyone's mileage varies!!!
