U have to file for FOIA to request asylum officer's assessment.
I received mine which had fulld etail of why my case got refered to IJ.
U can use the notes of asylum officer at the IJ hearing for ur client's favor.
foe example, if the reason to reject ur client's case was due to COUNTRY CONDITION REPORT INCONSISTNCIES, you can tell the judge that u will explain why those inconsistencies are not factual.
in my case, what was agreed by the asylum officer was not explained in court, what we did was explain THE REASONS FOR ASYLUM OFFICER'S REJECTION OR REFERAL and we easily won and we finished the hearing in half an hour and i was granted asylum.
