asylee relative petition, painful process at embassy

Is it a law that asylee relatives are subjected to good moral character to get special Visa to get to US as derivative asylee?

My friend's wife and kids there are told to bring polcie report for wifer herself and even the kids, but after they gathered everything they asked like, medical reports, police reports, they are now told to go to different agencies to get a good moral character letter, they are told that such letter should also say that relative paid taxes of his country. they all have clear police report with no beef at all and now a moral character report?
She is being helped by nobody and she is going through lotta rough times with these requirements one after another.

I asked others but they say they require other things but not this so called good moral character report from agencies. is this something new or what?

It does not seem normal. Do they have a lawyer? which embassy if you do not mind sharing?

What country would this be? It is possible that this country is on the list of countries whose nationals commit more immigration fraud that others. Thus the consulate is either buying time, or doing their due deligence.
