Quick question

Are asylees who have filed for 485 adjustment since 1.5 years ago but the 485 has not been approved considered permanent residents?

This is to a job query that the employer wants to know

Please help since this is really very urgent. ANy laws or websites that show this info would help

The simple answer to your question is "NO"
Your 485 applications needs to be approved first in order for you to be considered a Permanent Resident
So do not lie in your application , but you can tell them its pending
 
To empolyer, their only concern is if you are legally authorized to work in US without restriction. This is of course ture for asylee and even for recommed approval asylee. So I would say yes. Otherwise, your job application may simply be denied at the very begining by lower level staff who has no ideal or no desire to know about the complexity of different immigration status.

the problem is that the requirement for this job is to have a green card.

Now if you legally authorized to work in the US and your app is pending, why is this requirement preventing her from getting a job?

Is there any rule/law that states that she can get hired anywhere a non citizen can get hired w/o having a green card

What type of job is that?

The general rule is that an employer cannot make a distinction between a permanent resident and an asylee, exceptions might apply to some positions.
