Are EB based I-485 and family based I-485 mixed together??

In TSC Processing Time report, we can find the I-485 pending cases and processing times, such as at March end, 45,705 I-485 pending, and the processing date is 03/01/00.

I know for EB based GC, you need I-140 first, then I-485. But for family based, is it true that you need I-130 first, then I-485??

In the new TSC Processing Time report, now there are only 2,325 I-140 pending, but there are totally over 175,000 I-130 pending. If TSC decides to process I-130 faster, will the EB based I-485 suffer with those family based I-485??

I hope family based I-485 can only be filed to a separated processing center, such as MSC, or only to the local INS.

Please enlighten me.
 
My outlook

For family based you need I130 and in most cases they can file 485 simultaneously.

Although we assume that employment based GCs are the highest approved, they only constitute a mere 30% (all EB cases put together). However most of the family based categories have priority dates NOT current.

IMHO, GC is GC whether family or employment based. Having a class distinction will not help both categories. What INS needs is more productive employees.
