I changed from an H1B to an F1 which was approved, I got my reciept in the mail but never got the package with my approval material. I knew that it was approved because i was registered with them so they sent me an email. they later also sent an email to tell me that my approval notice was undeliverable and was sent back to them. I called them to tell them that I had not moved but the customer service representive believed that i should pay for a duplicate. I never did that but two years later after unsuccessfully trying to reach immigration, i decided to write to the director to ask that they resend my application. They agreed to six months later. They sent it and after 20 days i called and was told that it was returned as undeliverable again. I begged them to resend it and i went to the post office to ask why they were sending this mail back. They asked if my name was on the box and i made sure it was and this time immigration was to send it within a week. Everyone at the postoffice was on the alert that i was recieving this mail. I spoke to all the carriers to make sure that they would not return my mail. Guess what, it was returned again. I called immigration and they agreed to send it but i have to wait 45 days. I am now graduating and need to apply for my opt. It is already late and it means i cannot work in january. I went back to the postoffice and they claim that no one returned mail because they keep a log, they think immigration is not sending anything. I do not know who to believe, and what to do next, i do know that i need my work permit to get a job. what do i do next
