Applying GC for my in-laws through DORA - Need Help?

Hello,

Me and my wife are GC holders and my wife's sister is an USC lives in New Jersey. We live in Plano, TX. My in-laws are now here at our place in TX and they have got a 10 yr multiple-entry Visitor visa. My Wife's sister want to apply GC to her parents and we need some clarifications. My in-laws already have TX state ids and this is their fourth visit to USA. They are always in status. Your help is greatly appreciated:

1. Are my in-laws eligible to apply for GC under DORA program?
2. Can they file concurrently (I-130 and I-485 at the same time, either under DORA or by mail)?
3. What supporting documentation need to be furnished?
4. My in-laws have a Mentally retarded (down syndrome) son of age 33 yrs old. He is single and unmarried and completely dependent on his parents. He is also currently in USA along with his parents. Can his sister can also apply the GC for him? Will there be any problems? We do have a Mental Physhological report which says that my Brother-in-law current mental age is 7 yrs.

Will there be any problems?
yes. She can only file I-130 on his behalf. Since he is not an immediate relative, it will take about 12 years for him to get a visa number, therefore, he needs to either stay outside the States or inside the States in a legal non-immigrant status. I don't think he will be able to due to his medical condition (can he go to college, hold a job on a work visa?).

And he needs to pass a medical exam. I don't know whether he will be able to.
 
Thanks for your info LucyMO. But are they eligible under DORA program? If so, I can take an appointment for them through Infopass at Dallas Service Center. If not, then we have to file the papers from NJ over mail. Please advise.
 
I don't know what the DORA program is. I am in the same situation as you except that my parents are outside US. My sister is handicapped and I've been researching ways to not wait 12+ years for her GC. The best lead I found was the humanitarian parole option. My lawyer said that the success rate for that is low. :( Bummer!
