Is it okay for someone to apply for the visit visa while the GC (through his US Citizen sibling) is under process ?

It's okay to apply. But it might be denied.

Nothing stopping the GC applicant from applying for a B-2 visa, but the rate of success will be very low I am afraid.

I personally think it depends on the stage where the sponsorship is at. Sibling sponsorship is currently a 13 year wait so they might be ok granting a visa imo

Only if the applicant overcomes 214(b). That is a very difficult thing to overcome when an I-130 is in the works.
