Applying for new Indian passport: San Francisco consulate

Hello,

I am on an H1 visa and need to apply for a new passport. I have gone on the website of http://www.indianconsulate-sf.org. I have a few questions:

1) Is this the correct source of information (form, fees, etc) for applying (or is it out of date)?
2) What has been the time duration in which new passports are created?
3) Is it better to mail or to go in person?
4) One question on the application form is:
16. Present Immigration status: ECR/ECNR
The abbreviations are emmigration clearance required/not required.

What does this mean?

---- I think it should be correct you can also go to website of Embassy of India DC and find the fee
2) What has been the time duration in which new passports are created?
----- NY or DC gives passport second day ( if no problem with your passport)
3) Is it better to mail or to go in person?
----- it depends, if you stay near to consulate it is better to go

What does this mean?

----- you will be having stamp or printed on second last page of your passport, all degree holders have ECNR stamp( if you submited your degree copy when you got your first passport) others are also eligible for ECNR stamp like CA, Doctors, Tax payers, old persons. if you have ECNR stamp write that you have that stamp. ECNR= Emmigration Check Not Required ECR= Emmigration Check required ( Before you take a flight from India)
if you dont have ECNR stamp then you can provide the copy of your degree certificate now and you will get ECNR

i have a question re: new passport app form..
line 18 asks how long has the applicant continuously resided abroad..
i have been here for a while now but i've visited india every 2 yrs or so..
what should the answer be.. total time since i came here or time
since my last visit to india..
any pointers would be very helpful..

For Indian pp continuity breaks if you stay more than 180 days in India.(NRI Statsus for tax purpose) 1, 2, 3 months stay considered as vacation, you still continuously stayed in abroad
 
follow up

My H1 visa is on my previous passport (now expired) and current passport has no H1 stamp.

If I travel with both passports, I should be OK, correct?
