application pendinig for 1.5 years, what to do?

A friend of mine has submitted his application for citizenship in Aug.2006, and so far he hasn't received interview letter. And now his first fingerprint expired and he is requested to take the 2nd one. He is desperate to convert to US citizen so that he can bring in his finace who they have been dating for 3 years and just got engaged end of last year. What he can do to expedite this? He called immigration before and was just told that his case is with FBI under background check....does hire a lawyer will help? or, any other ways he can try which might work?

I think he can try a couple different things. He should definitely schedule an Infopass appointment and talk directly with an IO. See how that works out for him. He should explain his situation to the IO and go from there. I hope that would make a difference. If that doesn't help, then I think he should definitely talk to an attorney and have the attorney send USCIS a letter in regards to his case. That's my two cents on this matter. Anyone else have suggestions?
 
Start reading the threads on how to file WOM lawsuit with USCIS. 1.5 years wait is a good indication that name check is causing unnecessary delay.
 
If they are requesting FP again, it's a sign that they have picked up your friend's case and he might hear something soon after his 2nd FP is taken. Your friend can of course pursue any legal options he has in the meantime, but in cases like this, some activity from USCIS (i.e. FP) could mean that a decision is around the corner.
