appeal of J1 hardship waiver

I am interested if anyone has appealed the J 1 waiver 2 years HRR based on hardship to US citizens (spouse and child). Did you submit only a brief or anything else to help the process?
How long does it take for appeal to go through?
Thanks for any ideas.
 
I believe I posted a story of my friend, who got a denial of her harship waiver years ago (6 page statement of reason), appealed, submitted more docs and affidavits (about 70 pages worth) and got her waiver several years later. USC veteran husband, she has a medical condition not treatable in her country, no kids.
