You're taking one policy that is meant as one whole thing and breaking it apart into 2 different things. The I-693 must be sent within 60 days to USCIS. It makes no sense that it must be sent no more than 60 days before filing, but it's OK to send at any time after filing. The form is valid for 2 years after the civil surgeon's signature as long as they receive it within 60 days of the signature. You're interpreting it wrong.
 
What I understand is that it is valid for 60 days after filling and signing it. It must be shipped sealed to uscis in these 60 days periods.

Then, once uscis open the sealed medical form, they keep it available for 2 year in their system.

That's what I understood, this policy is very tricky!

You may be right, however, based on my experience, the validity for i-693 is 2 years, applicant can submit it at any time as long as the surgeon signed it no more than 60 days before submitting the i-485. In other words, don't use i-693 60 days older than i-485 submitting date.

Ok, let me explain through an example, suppose that some one made i-693 January 1, 2020. Then He filed the I-485 February 1, 2020. USCIS will accept it.
Another person made i-693 January 1, 2020. Then He filed the I-485 March 4, 2020. USCIS will accept it.
The policy didn't mention when you can submit your i-693.

I understand where your reasoning is coming from. However, lack of mention in part 2, doesn't negate it when it's implied from part 1. I hope you're right so you don't have to repeat the exam. Either way let us know. I think it would be very good to have for future reference to help others in the same situation.

I agree with you that it is difficult to interpret it, this is why some lawyers explain law on their websites to help people to better understand.

That is not true, you must ship before the 60 days expire. I have the same timeline like you. They will not send you a request of evidence soon, if that is what you are looking for.
And, I recently sent mine as soon as the civil surgeon signed and sealed it. It was on July15th, they sent me a receipt noticing me that they have received it and my case was approved.

It was during the Lockdown of covid19, so, I sent the documents without the medical exam.

On July 15th, I sent the Sealed Medical Exam.
Without Request Of Evidence.

On July 17th, 2020 Old Fingerprints were applied to my case.

On July 25 th, 2020 received Another Notice of Action saying that the Medical Form was Received and My Case was Approved.

Quick question, Did your status changed directly to Medical form was recieved and the case was approved or these were separate statuses?
I’m a little confused. I sent my medical last week and in two days my status changed to “Response to USCIS request for Evidence was Received”

I want to send mine too without RFE, but I don't know which address is correct one...

i797c notice has an address: P.O. Box 82521, Lincoln, NE 68501
I called USCIS help center, an agent told me a different one: 850 S Street, Lincoln, NE 68508 (No ATTN)
