AP wording - "Urgent Humanitarian Reasons"

The text on the Advance Parole document says "The holder departed the U.S. temporarily for URGENT HUMANITARIAN REASONS..."

What does it mean? Is TOURISM considered "urgent humanitarian reasons" ?
I assume once you get the Advance Parole you can come and go as you want/need as long as the validity is not expired.
