AOS for f-4 category india

Hey guys my priority date is sept 2004, suddenly india retrogressed to 2001 bt dates for filling is still may 2004 ! Right now m on valid visa in usa ,should i able to do AOS? And any idea when will india see progress in f4 category?
 
USCIS has been using final action dates for AOS since May 2016 (in April and before they were using dates for filing for family-based categories). So no, you cannot file now. Maybe when the new fiscal year starts in October they will use dates for filing again.
 
Right now f-4 india retrogressed to 2001 from july 2003 to jan 2001 ! So do they continue to doing so after on? Or they will come back to earlier priority date ? And how about dates for filling ?
