My notice date and receipt date for I140 are July'26th and July'30th ' '03 EB3 but I did not hear anything back from INS yet.

My dates are exactly the same as yours and also the eb catogary. I suggest you to call IIO and talk to them.

I did the same , i was calling them every week. Week before my 140 got approved, one of the IIO that i spoke with told me that she is going to put a note to the supervisor to speed up the process as they were processing dates way beyond my RD.

Do call the iio and talk to them ask them if they can speed up ur case.

Finally my I-140 got approved on June 7.

Here are the details:

ND: Sep 9/02 - EB2 Labor Substitute. Approved on June 7/03 ( No RFE)
I-485 MD: DEC4/02 , ND: Jan4/03 EAD,AP approved in March
 
I140 EB2 Approved after RFE

EB2 I140 approved after 343 days.
