In some of the postings I have read about obtaining an advisory opinion from DOS regarding the 2HRR rule (2hrr is based on special skill list).
Even the DS2019 mentions that the DOS has the final authority to decide on the 2HRR. We would like to obtain an advisory opinion on the J1-2HRR.
Can someone please share some pointers on how to approach (documentation) and where to approach (phone/fax no.)
