Advice needed on applying for US visa

My brother who lives in India has just received his canadian permanent residence. He plans to enter canada in may to complete the paperwork and return to India. He also wishes to visit his brothers in the US during his stay in canada.

Should be apply for US visitor visa in India or in Canada?. what are pros/cons of applying in India vs applying in Canada?

First he can get his Canada PR done and apply at anyone US consulates in
Canada .This will be easier than applying US Visitor visa from India.
 
I'll only advise the OP's brother to wait for 4-6 months after establishing Canadian residency, so that he can show ties to Canada.
