AC21 Lawyer

Hi,
Do I need to Hire Lawyer to submit AC21?
I'm planning to change jobs and at the same time apply for EB2 Perm case, but when I asked the lawyer, He said just for AC21 itself he will charge additional 2700, since I'm bearing the charges. I thought this is lot of money, please suggest.. can we do AC21 process ourself or is it better if we hire a lawyer?
