Perhaps that was an isolated case, but I was in a job fair and clearly a couple of employers mentioned that they would prefer Canadian citizens instead of Permanent Residents. It might be illegal (hell, of course iti is illegal, imagine "we support discrimination" written in the constitution!!!), but it is there.
