601-A and scheduled immigrant visa interview

601A applies to me, but there is one BUT, I'm not sure if I had immigrant visa interview scheduled or not. I have received something awhile ago about that I can continue the process abroad, but I'm not sure if that was being considered a scheduled interview or not. Of what I read and understood a scheduled interview DOES NOT mean an acctual date! So the language that I got in one of the letters is not very clear, if that's it or not.

It goes something like this:

Dear [Citizens name]

The immigrant visa petition filed on behalf [name] has become eligible for further processing at the National Visa Center (NVC).



Then there is my address

and finally this:

Before your petition can be processed you must pay the Affidavit of Support (AOS) processing fee ($88.00) USD

Which we did not pay.

I'm thinking that is NOT the scheduled immigrant visa interview. Because if that language means it is, then it's pointless to pay $585.00 for 601-A which would be denied anyway and then USCIS would just keep the money. They already nagging me that I didn't pay it yet! They (USCIS) themselves notified me about 601-A being available to me. And after I informed them that I'm gonna file it, they already bugging me about paying the fee!

Someone in the known, please let me know.

5. Did the Department of State initially act before January 3, 2013 to schedule you to appear at a U.S. Embassy or consulate for an immigrant visa interview based on the approved immediate relative petition listed in part 2, Item number 1? Yes/no

Note: USCIS may reject or deny your application if you answer ... This part doesn't matter I'm not about to answer incorrect.


The most important part now is, is that letter I quoted in the first post the "schedule you to appear at a U.S. Embassy or consulate for an immigrant visa interview"??????

Or is there another letter that actually mentions scheduling!?!?

THIS IS OF THE OUTMOST IMPORTANCE, if the letter from DOS itself is the start of schedule!?
