6 month rule after visa denial?

Is there offical rule that you can not apply for visitor visa again for 6 months after the denial? My parents were told at the consulate that they cannot apply for 6 months but I can not find this rule anywhere on INS web site.

Visas are state department's responsibility and not USCIS's.
YOu can find such info on US embassy websites.
You can apply after 3 working days.
The officer meant that applying before 6 months won't get any results.

Thanks! It was not on the embassy web site either , I guess he was making up his own rules.

There is no such rule. An applicant can re-apply the next day if his/her circumstances change drastically.
