I don't know what you mean by 'payment of service plan', but like you've been informed before, there's no fee required to register for the DV program. Absolutely none! The registration period is between October and November. You may go to an Internet cafe and pay to use the computer there if you don't have access to one which you can use for free. There is no 'service plan' for the DV program.
