2004 Quota affects 2003 transfer?

I noticed that the H1-B quota for fiscal year 2004 has been reached. I submitted my H1-B transfer from a University to Industry in Sept, 2003 (I assume it is fiscal year 2003). I got the receipt but the petition is still pending.

Will the 2004 quota affect my transfer? I have accepted salary from the new company after I got the receipt. Is it legal?

Your working for the industry is legal.
2004 quota does not affect you, because you have been counted against 2003 quota.

Hmm! jaxen, But being emplouyed for the University the orig H1 should not have counted against the quota? Is'nt it!
