20 years ago I was put in jail overnight

Hello all, I’m thinking about applying for my citizenship and I’m not sure if I should mark yes or no on this question since it’s been over 20 years ago. 20 years ago I got into a fight and was put in jail overnight. There’s no charge or anything and I have been out of troubles since.
 
You’re expected to select “Yes” regardless of how long ago the rest was. The question says “have you EVER been arrested, cited, detained ...” the use of the word “ever” indicates it doesn’t matter how long ago or how recent that was.
 
How can I get a copy of the report to attach it with the application? I called the county and police station and both place have no record. Any recommendations?
