We had the same exerience. I was led to believe that they usually wait for all/most of the people to check-in (and no later than 45-60 mins after the scheduled time).
In our case...the Oath ceremony was scheduled at 2pm. But, they waited till 3pm to start. We were done in less than 1 hours (and we were out of the building by 4pm) I believe there were about 145 people taking oath on the same day.
