My friend had a similar issue H4--> H1 My friend had a similar issue H4--> H1. She was told by SSN office that since she came on H4 visa and now it is change of status, she needs to go out of country and get H1 stamp on passport and enter as H1 status. Only then they can issue a SSN.

F1 better than H4 I think F1 better than H4. The reason been if ur wife looses job in this unstable market, you would have to find a different status. But if you are on F1 then she can also change status to F2 in case she is unable to find another sponsor.
