well i think this point u should confirm with lawyer, i think in the subsequent job as long as the new job does not come under H1b quote ,its exempt , not otherwise

you can file it any time, u have to file for I140 amendment , if your NIW is self petitioned u do not even need the new employer to sign it. make sure u get the letter of support from DOH , also submit proof of completion of the three years with paystubs
