When I had a change of status (F2 to F1), I enquired about the same thing. I was told (officially) that if my F1 visa is denied (be it in India or Canada), I cannot re-enter on my old F2.
Also, you can call up BCIS national service centre, and when someone attends the call ask for an immigration officer. Explain your situation to him/her and he/she might be able to throw some light on updation of database.
