status was mailed Status shows as mailed on February 9th, 2004. Any ideas as to when I will receive it.

I have my flight for 18th February and my online status shows that AP was mailed on 9th of Feb. Have not received it yet and today is 16th Feb. Can i go to the INS office in SFO and can they provide me an emergency/temporary AP card. Thanks in advance.
