I think it depends on the country and consulate where the passport is issued. My original passport that was issued in Hyderabad,India starts with A for 10 years and the renewed passport in New York starts with F issued for 10 years.
DMV in each state has different rule. If you have H1B approval notice, you will get license renewed upto the expiration date on the H1B approval notice. If your H1B application is still pending with USCIS, you might not get your license renewed with just labor certification. Try your luck with DMV.

NSC is taking 7 to 10 months to send plastic card after passport stamping. Other service centers are faster compared to NSC. From plastic tracker, NSC seems to be processing plastic cards for passports stamped in July, August 2004.
NSC is taking 7 to 10 months to send plastic card. VSC is taking 3 to 4 weeks. Don't ask me why NSC need that long to send plastic cards. If interviewed, local center processes for plastic card so it could be fast as it will not have to go through service center.

Did USCIS sent back meidical forms along with RFE letter back to you in a sealed envelope that should be opened only by doctor? It should contain RED check marks where additional information is needed to be filled in by doctor.
If USCIS asks for company's ability to pay and past financial statements, you could be in trouble working for a startup company. I am not sure if USCIS can ask this question in I-485 stage with AC21 (for sure it is for I-140).
