I recently came back from home country and entered in to US using AP. At the immigration counters there willl be two paths one for citizens/Permanet Residents and second one for Visitors basically all non-immigrants like b,h,l etc...

My understanding is as long as a person has valid H1, he/she can bring spouse as dependent even though GC is filed.

You can always bring her on H4 even though you have applied for
GC as long as GC is not approved and you have valid H1.
Once you bring her here, you can also add her to your GC.
