    Basically yes... but any plane ticket that would show I would be leaving Canada would've sufficed. I actually bought a one way ticket from Toronto to my home country and they were satisfied. I showed them I have a long-term visa to my home country so they wouldn't send me back to Canada.

    If one left the US with a non-US passport and applies for a US passport overseas to prepare for the entry, wouldn't the gov know right then that (s)he violated the law and departed the US without a US passport?

    They ask you during the interview whether there was any change to the form including your address. For a change of address, they ask when (I moved so I know although my move was within the city). You will also have to let the IO know you've got a new job and by that the IO could know you moved...

    They may want to see it to verify your state residency. As for me, they never asked me to see my state ID...I had my jobs that show I lived in my current state long enough. I didn't receive a yellow letter though.
