I actually didn't have to do either of those when I got my Texas driver's license. I basically just brought my passport with I-94 and my Newfoundland driver's license and they issued a Texas one without doing any sort of test. Actually, I can't remember, there may have been an eye exam but...

@jjeng: Well I took it out on the off chance that the passport got lost or something else happened to it. Turns out my precautionary measure caused a different problem.

I sent in the forms (via courier) to renew my passport on January 5 and received it on January 25. I live in Houston and have no idea if this is the typical turnaround time or not. Yes, they called the references on my forms.

I guess my next question would be is how does the expiration process actually work? Is it possible to renew your TN through a POE before it actually expires or do you have to wait for it to lapse and then reapply? My boss was wondering exactly how it works and I wasn't really sure.
