If you apply for waiver and take extension afterwards then you might have to again apply for waiver. Better take extension and then apply before you need a change of status.

I have seen case of my friend with CSIR-SRF (Senior Research Fellowship) during Ph.D. and he didn't mention the fellowship during J1 Waiver as he was in India and din't take any money for coming to US.

First of all congratulations. It is really helpful to see the timelines for those who are starting to apply for the J1 waiver based on No Objection from home country. DOS might take longer for the cases which are not based on No Obejection.
