travel during j1 home stay

I am trying to decide with my US husband if it would be better for him to come home with me for 2 years, or if I should apply for the waiver. I have 6 months until I finish my position with federal government.

I have 2 questions, the first being do I have enough time to apply for the waiver and transfer to h1? The second is if I go home to my home country, I would like to do some travelling around the world for about 3 months, but am unsure whether this will be exluded in the 2 year requirement. Also, if I came to the US on a tourist visa for a week or two, would that also not count towards the two years?

Any info on these subjects would be greatly appreciated. I should say that I asked my immigration specialist at NIH about the travel and hey said it should be ok, but after looking around on the net, it seems other people have advised against it, which is why I am a bit confused about it.

As far as I know it would be better if you apply for a waiver right now, it might take long time to get the NORI from home country. For that you can give your parents or relative home address. Not sure of Tourist visa in US but I think travelling to other countries will be added towards 2 year home residency.
