What's the wait time if I apply for a F2B visa today? I overstayed my tourist visa so I have a 10yr ban. I left the US in Aug 2011. Should I apply now so hopefully by the time my ban is lifted I am eligible to return?

my father remarried an us citizen in 2003 and applied for his adjustment of status during that same year. He got approved in 2005 and in 2008 he will be eligible for his citizenship. I read in the forums that I could apply now having him as a green card holder and upgrade the petition later...
