I don't think you can apply now. Please see the application for details. For normal application, the date you sign on application should be atleast 1095 days of physical presence. I am not commenting on any exceptions (I am not an expert in that area).

You can send it by Express post and trace it by the tracking number. Don't ask for any signature or so. Just tell Canada post that you want use some thing by which you can track the mail. Don't ask too much questions like PO BOX etc. some times they will not accept. I used express post and...
