Strange... the immigration court return the papers stating what there is "inappropriate or no service". The case does not exist within immigration court (tried to check dialing 1-800-898-7180 and checking both A#). So sounds like there is no way to meet with IJ right now and the option is only...

If my wife decided to change her last name to mine, after we filled I-130/I-485/etc forms and none of them yet approved.

But as I noticed - she has only copy of the passport, the passport has been given to the consulate and they said what the passport already sent to the original country.
So we have right now only the scanned passport (with visa stamp) and I-94 on hands. Is it going to be enough to apply?
