I am getting ready to appy for my brother and noticed that they do not require G-325 biographic forms to be submitted with I-130 application. At what point do they ask for G-325? If I will submit G-325 form with I-130 will it help to speed the process or it does not really matter. Thanks!!!

Is there offical rule that you can not apply for visitor visa again for 6 months after the denial? My parents were told at the consulate that they cannot apply for 6 months but I can not find this rule anywhere on INS web site.
