It doesn't matter, my check was made to INS I sent my application by Fedex on 3/3, INS was renamed to BCIS on 3/1. But they still accepted my check. I think it doesn't matter, though I recommed you pay to "BCIS" directly. They won't give you a RFE because of this small thing.
