Experience letters are reqd. And the letter should have all the skills mentioned in the labor u are going to substitute. Also these skills must be prior to the data the orignal labor was filed.
My lawyer said that u can. I think there are lots of posts in the forum too which claim the same.
Did u get the original labor priority date with ur I-140 approval?
U can register as well as a customer. If there is any RFE or approval on ur case u get mails. I have noticed that if there is just a LUD I have not got mails.
Your lawyer is right. I do not have any references for the same.
I am pretty sure coz I got an RFE from USCIS for my I-140 asking me to prove that I had Java experience prior to Nov 2001 (day my substituted labor was filed). I joined the company on May 2003.

It states that:
“Premium Processing Service is available for the Form I-140 classifications indicated on the chart above...
My feeling is that it does not matter if its EB2 or EB3. The reason why it does not qualify is because labor substitution cases are complex and hence have additional processing requirements.
