Yes, you have to submit first - once all the documents are filled up - it gives you a list/table of regular current dates but below that there is a link to emergency appointments.
Thats how it was when I applied a few months back and I feel it should still be the same process...

1. Yes, you wont get a clear picture of the available emergency dates untill you fill up the forms and come to a stage to schedule an appointment and thats possible only when you pay your fees at HDFC...

You wont get an appointment date unless you fill up all the forms. So you have to any how fill up the ds156 and ds157 forms first.
so once you fill forms and then get the dates, you can always go back to your application and change the data in the forms as you wish...

Since youare trying to get your mom over here it's going to be B2 visa - right? In any case my personal example might be of help.
