    You really do not have to have your J visa restamped as long as you have a I-94 stamped as D/S and you are in good standing with ECFMG and your travel in the border states is for less than 30 days. Of course if you apply for J visa stamp and get refused than you need to go back to your home country.

All taxes on the money earned in Canada or India can be paid in US. However this will leave out maintainance of PR status in Canada. There is no easy way out.
