Did you mean if you can apply while physically being here and receive the passport while in India? If so, the answer may be Yes. You can complete the online portion (select the FRRO in India), send them the draft and papers. They would send it back to the address in India.

If they Live in India, but are here on visits, it should still be fine. But as its already said, i doubt they will check anyways.
