i had a very similar case like yours where i was illegally present for 170 days....yes i barely escaped the 180 day and 3 year bar limit.
i went back to bombay india to get my new h1 visa and was approved....no questions asked about my illegal status.

you can use experience from your current company as long as the new position for which a new PERM is being filed is at least 50% different from the other positions that you've held within the company.

i believe there will be a lot of folks trying to jump in and take advantage of the labor sub. but remember if your I-140 is pending when the rule is published then no substitution allowed. so watch out for people applying via labor sub. till end of march and utilizing the I-140 premium process...
