My guess is "such a date" for which TSC would expect to receive the fewest inquiries from Congessmen/Senators etc (you know, the 30 days passed kinda inquiries). Sorry, but cynicism is all I am left with.

No trouble (unless your PP has evidence that you have spent time in the US while being out of status). If you transit thru Amsterdam, then you don't need transit visa. I believe transit thru any other European city requires a transit visa (others can correct me on this).
