Yes you can work on interim EAD. Interim EAD is valid for only 90 days. Working on Interim EAD alone is risky business. There are no gaurantees that you will receive your original and or get another intermin EAD after 90 days. Hope this helps.

If 1) you plan to use EAD for employment purposes 2) are working on EAD and not on H1B then yes you need EAD. If you are using your H1B for employment you did better get a new H1B extension.
